‘There’s No Room for 1000x Price… February 2018 Tariff Enter ZIP Planned Maintenance Outages
Published on July 21, 2017 NRG 866-766-8930  Ryan Holeywell Email address: Google Plus Some good news: According to J.D. Power’s 2016 survey on retail electric providers (its most current survey of the space), Texas has the highest overall satisfaction with retail electric providers out of any state. And because rates, plans, and offers can be so similar from provider to provider, customer satisfaction scores are a great way to break a tie. Think of it like choosing who to hire when you have two candidates with similar resumes — you’re going to pick the person with the glowing references.
Prices on longer term plans of a year or more have also risen significantly. Retail electricity providers are reluctant to discuss their prices — especially rising ones — but the Association of Electric Companies of Texas, a trade group, estimated that the rate on a one-year fixed price offer on the Power to Choose website has climbed more than 20 percent over the past year to an average of 11.1 cents per kilowatt hour.
An additional bill was passed in 1999 that helped further establish a competitive electricity market by creating a price floor to prevent established energy providers from underselling emerging providers. In 2002, Texas finalized deregulation when the Public Utility Commission gave ERCOT the responsibility of managing and monitoring the Texas electricity market. The market opened up to around 6 million Texas power customers.

The Public Utility Code authorizes the PUC to collect an annual fee of $350 from each licensed / certified supplier, broker, marketer and aggregator of electricity and natural gas approved to do business in the Commonwealth of Pennsylvania. In addition, an annual supplemental fee based on reported annual gross intrastate operating revenues will be applicable to suppliers of electricity and natural gas.

Your neighbors have already switched electricity providers with Choose Energy What if you stay with the shorter contract to its completion (we’ll assume you enroll July 2017) or left the longer one at the same time (July 2019) and pay the cancellation fee? Even then, you’d still save $34. Moral of the story: With cancellation fees this small, it’s worth it to go with the lower rate, longer term plan.

Pro-consumer bills were introduced two years later, but “utilities deployed their usual army of lobbyists, with between $5 million and $10 million spent on lobby contracts by five electric companies alone,” the coalition study showed. The bills died.
Customers considering variable-rate plans should look at the Electricity Facts Label to get a link to a website showing historical rates associated with a plan, said Carol Biedrzycki, executive director of Texas ROSE, which advocates on behalf of low-income Texans on electricity issues.
    7. Pick your poison. Deeper in the website you see a search box along the left side. Under “Plan Type,” a recommended pick is fixed, but you can also choose a variable or an indexed market rate. (The Watchdog likes fixed since market conditions can grow volatile.) Under “Price,” type in a range from 4 cents to 12 cents. That’s a good spread. Pick a contract length. Fill out the other boxes. Then hit “Refresh Results” on the bottom. Keep trying different combinations to see what the prices are that day. They change often.

State law and PUC rules in the deregulated marketplace don’t go far enough, says Biedrzycki, who has been fighting this battle, mostly alone, for several years. There’s no reason for consumers to get zapped in so many jolting ways.

Just Energy’s style of Contract Summaries doesn’t make it easy to parse out exact details, leaving blank spaces where rate and term length info should appear. On the third page, you’ll find densely typed Terms and Conditions that confusingly conflate Just Energy’s natural gas and electricity plans. It’s heavy on the legalese but light on the data that you’ll want to nail down before making a purchasing decision, like rate. We couldn’t get a clear price or explanation on what happens after commitment without enrolling in a plan.
